step 1:
wait for your mark to go to Kmart, WAL-mart, or any other mart. so long as you know what direction they're going to return to their car from, you're good.
crouch low, sit, and wait on the opposite side of their car, near the door to the back seats. when they walk up and press the unlock button on their key, just take the opportunity to jump right on into the back!
lay low and stay quiet. wait for your mark to turn onto a highspeed road, then, jump up, contort your face, grab their neck, and let out a primal screech, howl, or roar! 
they're sure to crash the car!
then all you have to do is jump out, sit on the nearby sidewalk or median, and watch the fun...
they're sure to have an exorbitant bill to pay! a! a! a!
