More wallpaper pages coming live.

The drop-down and download buttons should now work without throwing 405s.

Improved validation of pages. (lang added to html tag, fixed a couple stray tags left over from changes to pages)

Home and Updates pages now link to each other. Both pages link to a placeholder wallpaper page.

Basic layout completed, CSS style sheets created. (Green and blue varieties for now, we'll see if I mix up the colors.)
